REQUIREMENTS TO REGISTER AS A SEED MERCHANT
Be conversant with and be ready to comply with the conditions as set in the seed regulations (The Seed and Plant Varieties Act: Cap 326, Laws of Kenya).
Have adequate and knowledgeable personnel who are conversant with seed matters.
Specific requirements are as follows:
- Production:
- Adequate land and equipment to handle basic seed.
- Contractual agreement with growers.
- Adequate field officers to advise growers.
- Processing:
- Equipment and machinery to process seed.
- Storage space.
- Capacity to print and label packets /containers as required by the seed regulations.
- Marketing
- Adequate distributive channels that covers all the agriculturally important region of the country.
- Have agreement with agents /sub-agents / stockist to distribute seed on one's behalf.
- The agents/sub-agents/stockist should be identifiable as such, have understanding and knowledge on seed and adequate storage.
Apply through the secretary of the seed committee (M/D KEPHIS) to register as a seed merchant by filling form SR 3 enclosing the registration fee as stipulated in the seed regulations.
REQUIREMENTS FOR ONE TO BE A SEED STOCKIST IN KENYA
Identify a registered seed merchant for whom you intend to sell seed for.
Own or lease a perm ant building that:-
- Is strategically located in relation to seed buyers.
- Has enough storage capacity for seed quantities that one may desire to store.
- Has clean, vermin proof, and waterproof.
- Has enough lighting and is well ventilated.
- Preferably near a market or town center for ease of collection of stocks from the company depots/ sub agents.
Apply to the District Agricultural Committee (DAC) to be considered for appointment as a seed stockist or sub-agent (depending on your financial ability).
The seed merchant for whom you intend to sell seed should collect application forms (SR 12) from the nearest KEPHIS regional office and pay Kshs. 200/= annual registration fees per applicant.
The applicant and seed merchant should fill in the forms and return them to the KEPHIS regional office.
KEPHIS regional inspectors will then go to inspect the premises of the applicant to establish whether they are suitable or not.
If approved, the regional office then forwards the SR 12 forms of the applicant to KEPHIS headquarters. Form (SR 13) the seed sellers license is then issued in the name of the applicant and send to the regional KEPHIS office for collection by the seed merchant.
The seed merchant will issue a seed stockist card to their appointed stockist who ahs been licensed to sell seed. This card and licensed should readily be available for inspection by seed inspectors.
