REQUIREMENTS TO EXPORT / IMPORT SEED OUT OF / INTO KENYA

  • Be a registered seed merchant.
  • An international orange (International Seed Testing Association (ISTA)) certificate. from the official seed tester (KEPHIS) or the corresponding seed certifying body in the country of origin for imports.
  • Notice to import/export seed by filling form SR 14 provided by KEPHIS.
  • A phytosanitary certificate (KEPHIS or the corresponding seed certifying body in the country of origin for imports).
  • A plant import permit.
  • Seed to be inspected by KEPHIS at the port of exit/entry.

Note: Other organizations e.g. Aid Agencies , Research and Educational instruction can also import seed on condition that the seed will not be more than 25 kg and that the seed shall not be distributed for commercial purposes in addition to the above conditions being fulfilled. 

HANDICAPS THAT FARMERS FACE

  • Use of poor quality seeds from uncertified (unknown) source that may carry diseases, pests, and noxious weeds and often give rise to weakly plants.
  • Buying doubtful seed whose price is lower than the market price.
  • Buying doubtful seed from open-air markets rather than licensed seed sellers.
  • Purchasing seed on the basis of packages without proper scrutiny.
CONSIDERATIONS IN DIFFERENTIATING BETWEEN FAKE/BOGUS SEED FROM CERTIFIED/GENUINE SEED
  • Pricing - Any seed that is lowly priced is likely to be fake since price guidelines for various categories are known.
  • Labeling - Fake seed may have no labels or if labeled, many times they could be computer printed.
  • Lot numbers - Fake ones may bear wrong lot numbers or none at all e.g. the H614 lot numbers may be used on a fake seed container labeled H625.
  • Grade of seed - Most fake seeds will have no particular grade i.e. having from the smallest grain for hand planting (HF) mixed with medium planting (MF) the largest sized ones (LF)
  • Dirty Seeds - Fake seed will have chaff husks, broken pieces of cobs and rotten or broken grains and at times foreign matter e.g. stones.
  • Seed containers - Fake seed may be put in container that look different from genuine certified ones or in open containers.
  • Dressing - Fake seed may either be having no chemical l dressing or mixed with some dye, which may not cool seed uniformly. Some may be undressed at all.
CURRENT CONSISTENT PROBLEMS
  • Bogus/ fake seed-imitation of popular merchants' seed.
  • Frequent and rampant opening of packets and weighing into smaller quantities
  • Outdated/expired seed stock still sold as expiry dates not printed
  • Poor seed storage at various stages or distribution channels, including seed being rained on transit.
